Scope

How long was this vision exercise, what was the scope of the vision ex - only for primary grade, till secondary school etc. What tools were used for this exercise (for data collection, for consultation etc)

Grade 1-5: Foundation

A clear target of 80% of students become grade level competent: Dept of Education Haryana along with Samagra (2017)

 

During the diagnostic and design phase, the Samagra went through various state reports and tech systems, interviewed 70+ department stakeholders, analysed 25+ data sets and consulted 50+ external experts. We also conducted field visits to all 22 districts in Haryana in order to discuss probable solutions with 400+ teachers, 150+ education officers and all DCs. Finally, 11 initiatives were finalised for implementation over 2 years.

The department set its goal with Samagra’s support: to ensure that by 2020, the knowledge and skills of 80% of the children in all Haryana schools would match their grade level.

Project / Programs 

What are the initiatives driven from the Vision? Brief about the projects, their objective and scope.

Saksham Ghoshna: Third party assessment conducted at the Block level. When the Block officials feel that the schools in the block have achieved the goal, they would self nominate, post which a third party assessment would be conducted. Based on whether 80% of students are found to be at ‘grade level’ in Hindi & Mathematics, the block is declared ‘Sakshama’- a public announcement of Saksham Ghoshna would be awarded to the block.

 

A framework covering administrative indicators, academic indicators, district driven initiatives and enablers were designed to reach the set target.

Along with this CM’s Good Governance Associates were working on ground with the district officials/administrations - aligning and generating momentum on ground.

Impact

What has been the impact of the vision exercise? Some numbers to support

As of May 2019, after the latest round of assessment, 107 of the 119 blocks in the state have been declared Saksham. More than 86% of elementary government school students in the state grade-level competent

Saksham Ghoshana has been enormously popular at the grassroots level, as it is seen as an opportunity for competition and nurturing local pride. Also, transformed conversation at the ground level from “pass marks” to student skills and competencies.
